The Joint Working Group on the implementation of international human rights standards in Azerbaijan (http://www.humanrights-jwg.org) starts realization of the project of “Monitoring of Highway Patrol Service in central highways”, taking into account large number of complaints against the bodies of the Head State Road Police of the Ministry of Interior which carry out Highway Patrol Service in main higways, the “Hot Line” service received last months.

Issue on Mountainous Karabakh to be raised at winter session of OSCE PAAzerbaijan delegation to make a speech at the meeting. Winter session of OSCE PA will be held in Vienna on February 18. At the meeting Azerbaijan will be represented by parliament delegation, Lent.az informed. The chief of the permanent commission on human rights of Milli Majlis and the member of Azerbaijan delegation for OSCE PA Rabiyyat Aslanova stated that Azerbaijan delegation will make a speech at OSCE PA meeting and will raise issues on Mountainous Karabakh conflict, military operations of Armenian terrorists and their cultivation of narcotic plants in the occupied lands. According to the head of the Commission the issue about military equipment and weapons sold by Russia to Armenia will be the focus of attention.

Twining projects to bring closer Azerbaijan to the European UnionTwining projects will give opportunities for Azerbaijan state bodies to develop their administrative means, to implement laws and to control the guarantee of legislation, Belgian Ambassador to Azerbaijan Philip Jetard informed. The Ambassador stated that those reconstruction works would bring close Azerbaijan to the European Union and would give opportunity to implement EU standards and would be useful in free circulation of capital, service, commodity and citizens. At present 2 twining projects continue and 4 projects are at the stage of preparation and yearly programming.

U.S. Azeris propose their assistance to President ObamaThe 44th President of the United States Barack Obama - the first African American President of the country - was sworn in on Tuesday before the U.S. Capitol Hill and offered an inaugural address. Hundreds of thousands of people watched the inauguration ceremony. After the inauguration ceremony the new president Barak Obama made a speech before Capitol Hill. Afterwards he and first lady Michelle Obama saw off ex-president George Bush with his family to the helicopter taking them back to Texas. President Obama’s coming from Capitol Hill to the White House was accompanied by a festive parade.

Vasif Movsumov: “Complaints are from the regions with political activity”.
“Corruption is more in Ganja and Khachmaz”
Foundation for Fight against Corruption has prepared a report on corruption facts in the regions in 2008. We interviewed the chairman of the foundation Vasif Movsumov on the results of the monitoring.

- Mr. Movsumov, according to the monitoring you held in which state bodies corruption facts are more widespread?

- As the monitoring has been conducted in the regions complaints are against local structures of state bodies. The researches show that most complaints are against municipalities, State Roll Service, local land committees, road patrol service, courts and court executors, addressed social aid and pension issues, electric and gas operations offices.

The 44th president of the United States Barak Obama took an oath on the Lincoln Bible.
Barak Obama to start to the presidency
Barak Obama has gained the authority to run the government as the 44th president of the United States. The new president sworn in at 21:10 Baku time started to the presidency. Chief Justice John Roberts swore Obama in and he replaced George Bush in presidency. Obama took an oath on the Lincoln Bible. Lincoln swore in on this bible in 1861.
