Salimov Kamil - a co-chairman of the Joint Working GroupWorked as a laboratory assistant in SRI of Judicial Examinations since 1973. From 1974 to 1979 year was trained on a faculty of law of the Azerbaijan State University. From 1979 worked as a lawyer. In 1984 year, he was elected by the vice-president of Presidium of Bar of the Azerbaijan Republic and worked at that post until 1987. In 1987 has protected the candidate dissertation on competition trained of a degree of the candidate of jurisprudence in All-Union Institute on study of the reasons and development of measures of the prevention of criminality at the Office of Public Prosecutor of USSR. Since 1987, he works as a lecturer on faculty criminalities and judicial examination of the Baku State University. Since 1992 up the present time is the director of this faculty. In 2000 has protected the doctor's dissertation on competition of a scientific degree of the doctor of jurisprudence in SRI MIA of Russian Federation.

Since January 2004, he is the chair of "Prison Watch" Public Association. Member of regional group of the South-Caucasian Institute on Safety (Georgia), and the member - expert of group on struggle with terrorism at a consortium of military academies and institutes on study of questions of safety of the European Centre in the name of Jorge Marshal (Germany) and the member of criminologist and criminalist fund (Russian Federation). He has is the author of more than 80 scientific works: safety, struggle against the organized criminality, urgent problems of struggle with terrorism, tactics of preliminary investigation and operative - research of activity.

Jamalov Shahin - co-chairman of the Joint Working Group, the director of “The Hot Line” serviceShahin Jamalov went to school ¹1 in the Jalilabad region in 1986-1994 and received secondary education in a private Turkish lycée in 1994-1998 in Lankaran. Shahin Jamalov received a bachelor degree in the International Law and International Relational Faculty of the Baku State University. He gained a master’s degree in the international law in 2004. He is presently a post-graduate in the International Law Section of the Institute of Philosophy and Political-Legal Studies of the Azerbaijan National Academy of Sciences.

Mr. Jamalov studies the human rights situation in South Caucasus and is the author of a research work and many topical articles. He is one of the founders of the “Khazar” School financially sponsored by the OSCE Baku Office, which implement and promote human rights. He was the editor and executive secretary of the “Caspian panorama” social and political magazine. He is the author of the teachers’ manuals the “Human rights” and “Human rights in school”.

In 2002-2004, he worked as an analytical expert in international law in the Public Union “Caspian Partnership for the Future International Movement”. From 2004 until September 2007, he was the executive director of the public union. From September 2007, Mr. Jamalov is the president of the Foundation “Human Rights in the XXI century-Azerbaijan.”

Alizade Arzukhan - a member of the Joint Working GroupAlizade Arzukhan Bakhshali was born in Baku on March 18, 1965. Mr. Alizada graduated from Baku State University; he has studied in the faculty of law in 1992. He has worked in the capacity of a lawyer and a department director in executive powers and a law counsellor in an independent law firm in different times.

He has done scientific –pedagogic activities and worked as a teacher in the sub department “State law” of Azerbaijan International University in 2001-2006. Mr. Alizade is a writer of a dissertation of Azerbaijan National Academy of Sciences. He has been a member of the Central Election Committee of the Azerbaijan Republic.

Mr. Alizade is the author of several brochures and articles on human rights and human freedom. At present, he is the managing director of “The Public Council for Human Rights”.

Movsumov Vasif - a member of the Joint Working GroupHas graduated from the Azerbaijan Pedagogical University in 1983. Is an expert in the field of history and law. He has experience of instructor activity at Technical school where has been reading lectures on history and the law since 1983. Also Vasif Movsumov has experience of organizational work, in particular, he was a chairman of students union committee at Technical school.

V. Movsumov worked in the non-governmental organizations, was an active member of three non-governmental organizations engaging in protection of human rights and a regional policy in Azerbaijan.

Zulfugarli Maharram - a member of the Joint Working GroupZulfugarli Maharram Pasha was born in Udjar district of the Republic of Azerbaijan on August 19, 1955. Mr. Zulfugarli has graduated from Baku State University; he has studied in the faculty of history and pursued his education in postgraduate studies. He is a candidate of the historical sciences. Since 2001, his scientific work to become a doctor is ready. He is the author of 28 books, 39 scientific, 577 publicistic articles, and 13 methodical works. At present, he is an associate professor in Azerbaijan Institute of Tourism.

Since 1997, he has been working in NGO sector. In addition, he is the head of the Association of Public Problems Research. Mr. Zulfugarli is an alumnus of the Academy of Election Campaign of US Republicans Institute. He has lead electoral headquarters of the bloc “The Public Leaders” in 2005. From September 2007 onwards, Mr. Zulfugarli is the head of the electoral headquarters of the Association of Assistance to Development of Civil Society in Azerbaijan. He has participated in the exchange of experience in the USA, Germany, Sweden, Poland, Bulgaria, Russia and Georgia.

Nuriyev Alimammad - a member of the Joint Working Group Mr. Nuriyev has graduated from the law faculty of Baku State University. During his membership in the Bar Association, he has worked as an advocate. He has also been a national movement activist. Mr. Nuriyev worked in the capacity of a department director in the Executive Office of the President of the Azerbaijan Republic in 1992, and then he has taught in law faculties of several universities. From the first half of 1990, he has taken important step in the creation and activities of non-governmental organisations.

Mr. Nuriyev was elected the deputy of the National Assembly (Parliament) in 2001. At that time, he has participated in different international conferences and has represented both Azerbaijan and several NGOs. He has taken an active part in the creation of the Research Foundation “Constitution” in 2003 and now he is the president that NGO. Moreover, he is the member of the Council of State Support to Non-Governmental Organizations under the President of the Republic of Azerbaijan.
