Activities of rapporteurs on country for more than five years lead to subjective approach: PACE vice presidentThe activities of rapporteurs on country for more than five years lead to a subjective approach, head of the Azerbaijani delegation to PACE, vice president of the organization Samad Seyidov exclusively told Trend News, expressing his attitude towards the question on the activity period of the rapporteurs of the Monitoring Committee.

"Today a meeting of the Monitoring Committee was held as part of the PACE winter session. The agenda of the Council of Europe included one of the important issues - the work of rapporteurs of the Monitoring Committee within concrete period. Mr Agroman prepared a report in this regard. The report has been discussed for some time. It is possible to say that today final discussions were held and in principle was accepted the inadmissibility to be a rapporteur on the country for more than five years. In rare cases, the duration of the rapporteur's activities for the country may be extended for six months. In general, this issue was approved and the entry into force will take place in mid this year. At first, this will be discussed in the Standing Committee and then enter into force in June. It is likely that it will be adopted as a law of the Council of Europe by the end of the year," said Seyidov.

Head of the delegation stressed the support to the adoption of the report. "Naturally, we support the adoption of the report. Regardless of positive or negative activities of the rapporteur over the country, the activity period of more than five years leads to a subjective approach, rather than objective evaluation," said Seyidov.

He also said that the Monitoring Committee meeting did not focus on issues regarding Azerbaijan. Regarding the activities of the Council of Europe ad hoc committee on Nagorno-Karabakh, Samad Seyidov noted that a meeting has not held yet in this regard.
