No discussions about Azerbaijan on the agenda of PACE session On January 23, an opening of the first part of the 2012 Ordinary Session and Election of the President of the Assembly, vice presidents and appointment of members of committees were included in the agenda. In the first day of the agenda members also will adopt the agenda and minutes of the proceeding of Standing Committee.
Remaining part of the preliminary agenda of the Session as follows:

• Progress report of the Bureau of the Assembly and the Standing Committee.
• Observation of the parliamentary elections in Morocco Rapporteur of the Ad hoc Committee of the Bureau:
• Observation of the parliamentary elections in the Russian Federation
• Communication from the Committee of Ministers to the Parliamentary Assembly, presented by the Rt Hon. David Lidington MP, Minister for Europe, Foreign and Commonwealth Office, United Kingdom

On Januray 24,

• Election of the Council of Europe Commissioner for Human Rights
• The functioning of democratic institutions in Bosnia and Herzegovina (Doc.
• Address by Ms Tarja Halonen, President of Finland
• Communication from Mr Thorbjørn Jagland, Secretary General of the Council of Europe
• Statement by Ms Irina Bokova, Director General of UNESCO
• Guaranteeing the authority and effectiveness of the European Convention on Human Rights.

On January 26,

• The situation in Belarus
• Address by Mr Grigol Vashadze, Minister for Foreign Affairs of Georgia
• Annual activity report 2011 by the Council of Europe Commissioner for Human Rights
• Statement by Mr Thomas Hammarberg, Council of Europe Commissioner for Human Rights
• The honouring of obligations and commitments by Serbia
• Protecting human rights and dignity by taking into account previously expressed wishes of patients
