The services of the Joint Working Group “The Hot Line” and “The Centre for Juridical Advice”The services “The Hot Line” and “The Centre for Juridical Advice” of the Joint Working Group was set up on May 8 in 2008. After the establishment of these services, various activities were run in different directions to inform the public in this regard. Thus, 13 000 pieces of advertising booklets were prepared about the services and were disseminated throughout the country. Advertisements about the services were put up in the newspapers “Yeni Musavat” and “Olaylar” for 8 months consecutively and announcements were placed in bus stations and in carriages of the metro stations.

In the frame of the hot line service, when receiving complains, petition and applications addressed to violation of law, the Joint Working Group experts in law review them for a start and in case they ascertain violation of law, they do utmost to restore rights of the citizens. The process is kept under control until they reach positive results concerning the case. Citizens are provided with legal advice of high standard within the service “The Centre for Juridical Advice” We should mention that, all these services are free of charge.

You can turn to the hot line service regarding petitions and complains related to violation of law. The International Working Group lawyers scrutinize the received appeals through the hot line, and then apply to appropriate authorities and instances. To restore the violated rights of the citizens who seek help from the hot line service, the lawyers keep the process under control until they overcome the violation of law.

The director of “The Hot Line” service, a co-chairman of the Joint Working GroupShahin Jamalov went to school ¹1 in the Jalilabad region in 1986-1994 and received secondary education in a private Turkish lycée in 1994-1998 in Lankaran. Shahin Jamalov received a bachelor degree in the International Law and International Relational Faculty of the Baku State University. He gained a master’s degree in the international law in 2004. He is presently a post-graduate in the International Law Section of the Institute of Philosophy and Political-Legal Studies of the Azerbaijan National Academy of Sciences.

Mr. Jamalov studies the human rights situation in South Caucasus and is the author of a research work and many topical articles. He is one of the founders of the “Khazar” School financially sponsored by the OSCE Baku Office, which implement and promote human rights. He was the editor and executive secretary of the “Caspian panorama” social and political magazine. He is the author of the teachers’ manuals the “Human rights” and “Human rights in school”.

In 2002-2004, he worked as an analytical expert in international law in the Public Union “Caspian Partnership for the Future International Movement”. From 2004 until September 2007, he was the executive director of the public union. From September 2007, Mr. Jamalov is the president of the Foundation “Human Rights in the XXI century-Azerbaijan.”

Head lawyer in “Hot line” serviceAbdullayev Ehtibar Vaqif graduated from Azerbaijan University with the faculty of jurisprudence in 2001, he got his master`s degree in 2003, Etibar has served in various firms and enterprises as a lawyer from 2001 effective . He has worked as a lawyer from 2001 to 2003 in "Sharg-S" Limited and in Bakı Kondisioneri ASC during 2004-2005, and in 2006 he has worked as director of "Royal Consulting" Limited and from 2007 he has been a member of bar association of Azerbaijan Republic. During his activities, Etibar has take part in numerous Court sessions and he has implemented researches on civil, economic, labor, criminal and other issues. He is the head lawyer in “Hot Line” service in Joint Working Group for the Implementation of International Human Rights Standards.

A lawyer in “Hot line” serviceRahimova Ulviyya Faig was born in Baku city, in 1987. Then in 1993, she started secondary school number 135 and she finished the same school in 2004. Miss Rahimova entered the University “Tafakkur” in 2004, and studied in the faculty of International Law till 2008. At the moment, she is the lawyer in “Hot Line” service in Joint Working Group for the Implementation of International Human Rights Standards.

A lawyer in “Hot line” serviceSeyfaddinov Geysar Ahmadiyya was born in Oghuz region, in 1979. Mr. Seyfaddinov graduated from the law faculty of “Azerbaijan University” in 2001. At the moment, he is the lawyer in “Hot Line” service in Joint Working Group for the Implementation of International Human Rights Standards.
