According to him, the entire world knows that the Nagorno Karabakh’s air space and the other territories belong to Azerbaijan:

“I just can say that it is possible to construct an airport. But this airport can not function without Azerbaijan. There are international rules and procedures and the international organization, which coordinates the international flights, must pass a decision on the opening of international airport. The Nagorno Karabakh’s air space is out of control. The entire world recognizes Azerbaijan’s territorial integrity. It is practically impossible to implement it without Azerbaijan’s permission. That’s why Azerbaijan will defend its rights, using its chances in all organizations, including the organizations authorizing the use of air space”.
