Results of the monitoring about affect of the traffic jam, traffic pollution and destroying the greenness to ecological situation in Baku


JWG explained the results of the ecological monitoringThe important works was done for improvement of the roads by Administration of Republic of Azerbaijan last years. Lot of highways was put into operation meeting world standards. All these actions achieved success decreasing the traffic jam and also decreasing the spreading the used gas into atmosphere.

But increased number of the transport means and the traffic in the center of Baku city put under the doubt the protection the atmosphere from the used gas. Joint Working Group for the Implementation of International Human Rights Standards several times tried to bring the attention of public and state structures to the situation of ecological security system as one of the important directions of protecting of human rights in Baku and continues its monitoring in this direction.

From the conducted observations, 50% of the waste thrown to the atmosphere falls to the transport means portion and it is leaning to get increased by rising number of the transport means in the city. However, according to our calculation, in 2009 the automobile waste was 800 000 ton. This problem was criticized several times by the president of the Azerbaijan Republic mister Ilham Aliyev.

The monitoring conducted by the Joint Working Group shows that, appropriate executive bodies not only fulfilling their duties to protect environment but also they are permitting cutting off trees and build building in their places.

Researches made on purpose of decreasing the pollution made by the transport means shows that the solution of this problem needs conducting the complex measures. The main directions of the cleaning air space from the transport pollution are the following:

1. Improvement of the modern real town-building with taking into account the problem caused by the protecting the air space of the city from the pollution by transport means;
2. Improvement the legislation on the certification the commodity sign while bringing the car, the parameters of the car’s parts polluting the atmosphere answering to the definite demands;
3. Improvement the legislation of the production and realization of the engine oil, meeting the ecological standards of oil and its refining;
4. Improvement the legislation of the organizing the control of the air pollution dynamic by the transportation;

We need to take into consideration not only increasing the numbers of the cars but also passing the country economy into the market economy while improving the legislation. That’s why we do not need pay attention only to the legislation based on protecting atmosphere from the car pollution, but also the improvement of the legislation in considerable extent.
