Ten years ago, Azerbaijan launched to form a local self-government system which maintains world and European standards and which conforms to the principles of the European Charter of Local Self-Government. As a national NGO in the Azerbaijan Republic, the Joint Working Group for the implementation of international human rights standards` “Hot line” service has launched implementation of a project which for the first time enables people living in the regions to call without any payment. The aim is to provide low-income people in the regions with free and qualitative legal advice and defend their rights.

Lately, the “Hot-Line” service of the Joint Working Group for the Implementation of International Human Rights Standards has been receiving numerous calls dealing with the provision of legal interests of the citizenz and existence of bureaucracy and procrastination in the sphere of the state administeration by office holders.

“Hot line” and “Juridical Consultation Center” services accepted many appeals during its one year activity. The statistical research we conducted showed that most of the applications and complaints presented to “Hot line” service are on Baku Electric Network, Executive Powers and the bodies related to them, the work of Road Patrol Service, law violation by Law enforcement bodies, Ministry of Education and Courts. Lawyer-experts of the Group investigated these complaints and applied to appropriate state bodies. Most of our appeals on law violations have already been provided; some of them are still being reviewed...
