“Hot line” and “Juridical Consultation Center” services of the Joint Working Group on Implementation of International Standards of Human Rights

Press realise ("Hot line")“Hot line” and “Juridical Consultation Center” services of the Joint Working Group on Implementation of International Standards of Human Rights have been working for a year since May, 2008.

We should note that the structure of “Joint Working Group on Implementation of International Standards of Human Rights” was established on its first meeting held on April 18, 2008. “Hot line” service which is making contribution to restoration of violated rights of citizens and “Juridical Consultation Center” which is giving people standard juridical consultations have been established at the same meeting.

After the establishment of “Hot line” and “Juridical Consultation Center” services Joint Working Group did some works to inform the community about this issue. Thus, the advertising booklets about the services were distributed to population over the country; the advertisements about the services were regularly published in the newspapers “Yeni Musavat”, “Olaylar” as well as “525-ci qazet” and were placed in metro trains and bus stops.

Within “Hot line” service applications and complaints on law violation are accepted. First of all these applications and complaints are reviewed by lawyer-experts of the Group and in case if law violation is defined restoration work of violated rights will be done. The process will be kept under control until positive result is achieved. Within “Juridical Consultation Center” service citizens who need juridical consultation will be provided with standard juridical consultation. It should be noted that these services will be provided for free.

“Hot line” and “Juridical Consultation Center” services accepted many appeals during its one year activity. The statistical research we conducted showed that most of the applications and complaints presented to “Hot line” service are on Baku Electric Network, Executive Powers and the bodies related to them, the work of Road Patrol Service, law violation by Law enforcement bodies, Ministry of Education and Courts. Lawyer-experts of the Group investigated these complaints and applied to appropriate state bodies. Most of our appeals on law violations have already been provided; some of them are still being reviewed.

According to its percentage the complaints on the entities are as following:

1. Prosecutor’s office - 1,3% complaint;
2. Court Executives Head Office – 8.3% complaint;
3. Police – 8.3% complaint;
4. Local Executive Power organs – 51.1% complaint;
5. Real Estate State Register Service within Baku City Area – 0.9% complaint;
6. State Social Support Found - 2% complaint;
7. Courts - 8.6% complaint;
8. Ministry of Labor and Social Security – 0.9% complaint;
9. “Baku Electric Network” - 4.8% complaint;
10. “Sumgait Electric Network” - 0.4% complaint;
11. The other entities – 12.7% complaint.
