Azerbaijan to establish agency ensuring low-income families with lawyersAzerbaijan will establish an agency ensuring families with low income with lawyers. Answering Trend News question, Chairman of the Azerbaijani Supreme Court, Ramiz Rzayev said that it was proposed to establish this agency as independent agency or under the Justice Ministry. At present, this issue is being solved in line with the legislation. The Supreme Court has submitted proposals and the project is under development, Rzayev added.

According to the Azerbaijani legislation, the lawyer should attend trials on civil cases in the appeal instances. Referring to the foreign countries' experiences in this sphere, Rzayev said that the similar agency operates in some countries.

This agency will study the financial state of person, who appeals to the lawyer. If the family's income is low, in this case the agency will sign a contract with lawyer on behalf of the person and pay to the lawyer.

Rzayev supports independent functioning of such an agency in the Azerbaijan. If this agency is established under the court and the court passes a decision on ensuring the person with low income with the lawyer, the opposite side may consider that the very person is patronized. So the agency should operate independently, Rzayev said.
