29 October 2009 | Azerbaijani human rights activist offers to release prisoners with serious & incurable disease
Azerbaijani human rights activist offers to release prisoners with serious & incurable diseaseAzerbaijani human rights activist raised an issue about the early release of prisoners suffering from serious and incurable disease. This proposal was put forward by a human rights activist Novella Jafaroglu at a meeting on the results of the third composition of the public committee of the Ministry of Justice.

It is necessary to review the cases of convicts on lesser crimes and contact the appropriate organization on behalf of a public committee, raising the question of their early release, said the human rights activist. Jafaroglu proposed to discharge prisoners suffering from drug addiction and to send them for treatment to reduce the number of prisoners in institutions serving the sentence.

The law allows early release of prisoners suffering from serious and incurable disease, said Sahib Mammadov, the coordinator of the Public Committee. Mammadov supported this humanist step.

Mammadov made a report on activities in 2009 and said that during its powers, this committee visited prisons of the Penitentiary Service of the Ministry of Justice, paying attention to the improvement of prison conditions, their involvement in socially useful work, legal aid, conducting educational activities and other issues. As a result of visits, the relevant meetings were held and reports were submitted to the Ministry of Justice.

Non-governmental organizations, represented in the new composition of the committee, recommended execution of new projects aimed at the correctional work with prisoners.
